Konstitusiya hər bir ölkənin dövlət idarəçilik qanunlarının külliyyatıdır. Konstitusiya dövlətin əsasını və bütün idarəçiliyini təşkil edir. Konstitusiyasız dövlət ola bilməz. Hər bir ölkə öz Konstitusiyasına əsasən var olur.

The constitution is the body of laws of state administration of each country.  The constitution forms the basis of the state and the entire administration.  There can be no state without a constitution.  Every country exists according to its own Constitution.
